SVR General Order 2013-2
1. It is with deep regret and respect that the Commanding General, SVR, announces the retirement of Lt. Colonel Jack Grothe, Commander of the 4th Military District.
2. Under Lt. Colonel Grothe’s tutelage the 4th Military District membership has increased tenfold. His leadership and insightfulness is reflected in the mission of the 4th Military District’s officers and men.
3. Lt. Colonel Grothe is transferred to the SVR Inactive Reserve at his current rank effective 15 November 2013.

1. Effective 15 November 2013 1st Lt. David M. Lamb is appointed as the Commander of the 4th Military District, SVR. He is commissioned to the rank of Major and will serve as such until 14 November 2016 or until properly relieved.

SVR General Order 2013-5
- Due to the recent illness of Provost Marshal Major Eric Schmincke, the Commanding General makes the following assignments for Remembrance Day, 23 November 2013:
- a. 1st Lt. David Hann is appointed as Acting Provost Marshal for 23 November 2013.
- b. Lt. Colonel James B. Pahl and Major Terry Frost are appointed Deputy Provost Marshals for the purpose of assisting in this year’s annual event.
- c. Private Frederick A. Mossbrucker is promoted to the rank of 1st Lieutenant for 23 November 2013. He is assigned as Deputy Provost Marshal for that period to assistin the coordination of events under the auspices of the Provost Marshal.
