1. Effective this date, the Commanding General of the Sons of Veterans Reserve, at the request of the Commander of the 2nd Military District, hereby dis-establishes the following units:
a. Coles Cavalry. Unit Commander reports that he has only two uniformed members uniformed and available to serve, bringing him to the conclusion that the unit is no longer viable.
b. Co. C, Col. Henry A. Dupont Guard. Unit has lost its tax exempt status. The leadership of the unit feels that they will not be able to regain their tax exempt status and sees continuing the unit as futile.

1. Effective this date, the Commanding General of the Sons of Veterans Reserve, deeply regrets accepting the request of Major Kenneth Early to step down as the 7th Military District Commander. Major Early states that due to his commitments in the United States Air Force he is unable to continue further in this capacity. The Commanding General, SVR, wishes to thank Major Early for his great work as Commander of the 7th Military District.

2. Effective this date, Captain Eric Peterson, Chief of Staff, 7th Military District, has been selected by the Commanding General, SVR, to fill the position of Commander, 7th Military District. Captain Hinman served the SVR faithfully over the years. His position within the Military District and within the SVR denoted the strong faith that his officers and men had in him. He will be missed at the SVR table.

GENERAL ORDER 2012-15

1. This Order prescribes the rules for participation in the Annual Sons of Veterans Reserve Remembrance Day Parade held in Gettysburg, Pennsylvania.

2. All persons participating in the annual Remembrance Day Parade will be dressed in American Civil War era attire or Grand Army of the Republic uniform. Military uniforms worn will be either Union or Confederate military originals or reproductions or Grand Army of the Republic originals or reproductions. Civilian attire of the mid 1800’s is acceptable. Only the following will be permitted to march in the annual Remembrance Day Parade in modern business suit or dress attire with the badge of their Order affixed. Brothers of the Sons of Union Veterans of the Civil War, Sisters of the Daughters of Union Veterans of the Civil War, Sisters of the Women’s Relief Corps, Sisters of the Ladies of the Grand Army of the Republic, Sisters of the Auxiliary to the Sons of Union Veterans of the Civil War, Members of the Military Order of the Loyal Legion of the United States, Members of the Dames of the Loyal Legion of the United States, Members of the Sons of Confederate Veterans, Members of the United Daughters of the Confederacy, Members of the Order of Stars and Bars and members of the Order of Confederate Rose.

3. No unit participating in the annual Remembrance Day Parade shall stop in the line of march and allow another unit to enter unless specifically directed to do so by one of the Parade Marshals.

4. Any unit may be removed or rejected from participating in the annual Remembrance Day Parade at the discretion of the Parade Marshal and/or the Deputy Commander of the Sons of Veterans Reserve.

5. No one participating in the parade my ride in or on or operate a motorized vehicle or conveyance except police and emergency vehicles necessary to secure the safety of parade participants.

6. Horse trailers will be required to park in specified areas for the staging of the Remembrance Day Parade. Horse trailers found in otter locations will be reported to the proper authorities for prosecution and/or towing.

7. No float shall be permitted in the annual Remembrance Day Parade.

8. All wheeled conveyances being pulled by draft animals shall be required to have affixed a diaper for the draft animals pulling them.

9. All participants in the Remembrance Day Parade that are mounted or riding in the animal drawn conveyance will be required to clean up and properly dispose of all manure left by their animal over the course of the formation and duration of the parade as well as in the area around their horse trailer. Animals shall not be permitted on any of the sidewalks or grassy areas of the mustering location.

10. Caps, powder, ammunition, explosive or incendiary devices shall not be carried by any of the participants in the Remembrance Day Parade.

11. All persons participating in the annual Remembrance Day Parade will form at the locations designated by the Parade Marshal. There will be no exceptions to this

For exceptionally distinguished service and sustained outstanding performance of duty as a member of Company A, 49th Regiment, Iowa Veteran Volunteer Infantry, Sons of Veterans Reserve.

You possess the distinction of being a nationally renowned artist and sculptor and have unselfishly applied your talents to the restoration of the stone statue situated in Eddyville, Iowa and which said statue is no doubt Iowa’s earliest monument to the sacrifices of her sons in the cause of Freedom and Union. In this project, you received little if any monetary recompense other than to barely meet the cost of your materials and supplies. Your efforts with the Eddyville monument justly received wide recognition in both Iowa and national news media. You have further undertaken and are currently working on the restoration of a second major Iowa monument in the town of Elkader, Iowa, this monument being two life-sized figures of a Union Navy Sailor and a Union Infantryman, again with little if any monetary compensation, except for materials and supplies. The work that you willingly performed and are currently performing for the good of the Order would rapidly reach the six-figure range were you not doing it out of a deep-seated belief in the causes that you and your Regiment hold so dear.

You can be most proud of your commitment to the ideals and goals of your Regiment and those of the Sons of Veterans Reserve. You are an inspiration and you reflect the highest credit upon yourself, your Regiment, the Sons of Veterans Reserve and the Sons of Union Veterans of the Civil War. Orderly Sergeant Roosevelt will continue as Commanding Officer U.S. Marine Detachment Mare Island, CA.

4. Due to a clerical error the General Order promoting Captain Joseph Marti to his current rank and position as Commanding Officer Co, C, 8th California Volunteer Infantry was not completed. Captain Joseph Marti was elected to the position of Commander of the aforementioned unit and promoted to the rank of Captain, SVR effect 11 October 2010 to rank as such until 11 October 2013 or until properly relieved.

1. Commanders, it has come to my attention that there exists a situation that needs to be addressed. In the SVR we promote officers based on the unit strength and the number of officers within a unit is also predicated on unit strength. In the past the SVR has, at the unit level, maintained the position of Commander and Adjutant of the UNIT in the “Current Duty Assignment.” There were no authorized positions at the unit level for any other Duty Assignment. The situation that then existed was an Officer was promoted with no actual duty Assignment if he wasn’t the Commander or Adjutant.

2. Effective this date, officers attached to the UNIT of the SVR will be assigned in the following Current Duty Assignments based on unit strength:

3. If the unit strength does not permit for an officer position, e.g. under 15 men, then the aforementioned positions may be appointed to non-commissioned personnel to have continuity within the SVR.

Article II
National Headquarters


Add a new section 11

Note: This change will require the SVR Adjutant General to fie EIN information with the National Treasurer by March 15th each year.

Section 11. As part of his administrative duties, the Adjutant General, SVR, on or before 15 March of each year shall file a report with the National Treasurer, SUVCW, detailing the EIN for each, unit, battalion, district, and headquarters with the contact information for the respective adjutant.

Article III
District Headquarters

Note: This change will require the District Commander to ensure the Annual Unit Application is filed with the SVR Adjutant General earlier (15 February) than the current date (30 April).

4. As part of his administrative duties, the District Commander shall be responsible for and shall ensure that all Annual Unit Applications (SVR Form 3) are received by the Adjutant General, SVR, on or before 15 February of each year, all Annual Unit Strength Reports (SVR Form 19), all updated Annual Rosters and all Annual National dues for each Unit within his District are received by the Adjutant General, SVR, on or before 30 April of each year, commencing in April of 2007.

Note: This change will require the District Adjutant to obtain Unit reports earlier.

7. As part of his administrative duties, the District Adjutant shall be responsible for and shall ensure that all Units within his District shall file with him, on or before 01 April of each year, commencing in April 2007, on or before 15 January each year an Annual Unit Application (SVR Form 3) and on or before 01 April of each year an Annual Unit Strength Report (SVR Form 19), an updated Annual Roster, Annual District dues and National dues.

Note: This change will require unit commanders to file the Annual Unit Application (SVR Form 3) earlier each year (15 January).

As part of his administrative duties, each Unit Commander shall be responsible for and shall ensure that an Annual Unit Application (SVR Form 3) shall be received by the District Commander on or before 15 January of each year, and Annual Unit Strength Report (SVR From 19), an updated Annual Roster, Annual District dues and Annual National dues shall be received by his District Commander, on or before 01 April of each year, commencing in April of 2007.

Note: This change means the unit citation badge will be worn on the left breast rather than the right breast.

Awards, Decorations, Devices and Insignia

6 (C) (See SVR Regulations page 14) C. SVR Unit Citation: This may be awarded to those units for being exceptionally meritorious in promoting the goals and objectives of the SVR and the SUVCW which clearly sets the unit above and apart from similar units. The SVR Unit Citation is a white oval shaped enamel badge bearing the SVR logo which is worn over the right left breast of the wearer above other badges and medals being worn. Subsequent awards to the same unit will be awarded a bronze star for placement on the ribbon of the Sons of Veterans Reserve membership badge.

2. All District Commanders and/or their Adjutants will see that the aforementioned changes have been disseminated to all units under their command.

1. The purpose of this SVR General Order is to address the issue of whether or not Junior Members and Junior Associates may become members of the Sons of Veterans Reserve.

2. Article VII, Sections 1 and 2 of the Constitution of the Sons of Union Veterans of the Civil War and Chapter IV, Article 1, Section 2 of the Regulations of the Sons of Union Veterans of the Civil War clearly and unequivocally answer the question posed in Paragraph 1, supra, in the affirmative.

3. Therefore, and in view of the foregoing, Junior Members and Junior Associates are eligible to become and are welcome to become members of the Sons of Veterans Reserve, with, however, the following limitation: “Junior Members and Junior Associates, participating in Sons of Veterans Reserve events, may not carry any weapon or accoutrements pertaining to weapons, nor may they work any artillery piece except for positions 5, 6 or 7.”

As set forth in the following citation:

On 22 November 2008, during the Remembrance Day Parade, a Brother of the Sons of Veterans Reserve suffered a heart attack and collapsed. Brother Gary Sallade, a member of the SUVCW/SVR Color Guard, immediately came to the aid of the stricken Brother. Brother Sallade began performing Cardiopulmonary Resuscitation (CPR) during the critical stage of the heart attack. He continued CPR and to assess the Brother until and after the local Emergency Medical Technicians (EMT’s) arrived. His actions permitted the EMT’s to continue to assess the stricken Brother freeing them from the physically tiring CPR. Because of Brother Sallade’s action the Brother was able to maintain a pulse and began breathing on his own as he was transported to the local hospital.

Brother Sallade’s strong commitment to the principles for which our Order was founded clearly distinguishes him as a member of The Sons of Veterans Reserve and most noteworthy recipient of this distinguished award.

As Commander of the 10th Regiment, Tennessee U. S. Volunteer Infantry, SVR, 1st Sergeant Dave DuBrucq played a vital leadership role in the historic reburial of the Franklin, Tennessee, Unknown Civil War Soldier which took place on 10 October 2009. The soldier’s remains were discovered at a construction site in Franklin, Tennessee on 14 May 2009. 1st Sergeant DuBrucq helped organize the burial service and stood sentry duty along with members of his unit as the Soldier lay in sate in a flag draped coffin at St. Paul’s Episcopal Church in Franklin, Tennessee from 8 October to 10 October, 2009. He commanded the pallbearers who lifted the Unknown’s coffin onto a horse-drawn caisson and then marched his unit in the funeral procession through the streets of Franklin to the historic Rest Haven Cemetery approximately one mile from the church.

People from thirty (30) states and four (4) different countries attended this historic re-interment which attracted an estimated seven thousand (7,000) people to the streets of Franklin. The re-interment of this unknown Civil War Soldier attracted national media coverage including the USA newspaper and television networks.

1st Sergeant DuBrucq’s strong commitment to the principles for which our Order was founded clearly distinguishes him as a member of The Sons of Veterans Reserve and a most noteworthy recipient of this distinguished award.

1. All District and Unit Commanders are to immediately comply with General Order #9 issued 23 November 2007 by Commander-in-Chief Charles E. Kuhn, Jr. relating to changes by the United States Internal Revenue Service (IRS) regarding tax filing rules for our organization.

2. All District Commanders are to immediately obtain an Internal Revenue Service Employee Identification Number (EIN) for their Military District unless the District already has an EIN.

3. All Unit Commanders are to immediately obtain an Internal Revenue Service Employee Identification Number (EIN) for their unit unless the unit already has an EIN.

4. All Unit Commanders must submit their EIN to their District Commander by 01 March 2008.

5. All District Commanders must submit their District EIN plus the EIN for all units within their jurisdiction to the SVR Adjutant General by 15 March 2008.

6. All District Commanders shall immediately inform the Unit Commanders in their respective Military Districts of the requirements of this General Order.

1. Through the course of events that manage and rule our lives and this Order we at times have the opportunity to meet those who stand out above others. This is the case with Brigadier General David V. Medert, Commanding Officer Sons of Veterans Reserve.

2. General Medert assumed Command of the Sons of Veterans Reserve on 29 July, 1997 with a strength of roughly 500 men. Over the past 10 years, he has built the Sons of Veterans Reserve to be a unit of over 1100 troops. He has also built an infrastructure to accommodate this growth and streamlined the operation of the same.

3. General Medert has requested to be relieved of his Command and moved into the Inactive Reserve Corps of the Sons of Veterans Reserve so that he may pursue the Office of Commander in Chief at the 127th National Encampment of the Sons of Union Veterans of the Civil War in Peabody, Massachusetts.

4. I hereby officially accept the transfer of Brigadier General David V. Medert as Commanding Officer Sons of Veterans Reserve.

5. The National Military Affairs Committee has recommended that Colonel Robert E. Grim, Deputy Commander of the Sons of Veterans Reserve, be appointed as Commanding Officer of the Sons of Veterans Reserve.

6. I find that this recommendation is well taken and approve the appointment of Robert E. Grim as Commanding Officer of the Sons of Veterans Reserve, at the rank of Brigadier General, commencing immediately and ending on 16 November 2010 or until properly relieved.

SPECIAL ORDER 2007-1

1. Effective 20 July 2007 and by virtue of General Order 13, Series 2006-2007, as promulgated by James B. Pahl, Commander-in-Chief of the National Organization, Sons of Union Veterans of the Civil War, Keith D. Ashley, PDC, Ohio, was suspended from membership in the Sons of Union Veterans of the Civil War. This suspension is pursuant to the provisions of Chapter V, Article VI, Section 17(A) of the Regulations of the Sons of Union Veterans of the Civil War.

2. Insofar as Keith D. Ashley has been suspended from membership in the Sons of Union Veterans of the Civil War as so set forth in Paragraph No. 1, supra, he is therefore not a member in good standing of the Sons of Union Veterans of the Civil War and thus not eligible to maintain membership in the Sons of Veterans Reserve. Pursuant to the provisions of Chapter IV, Article I, Section 2 of the Regulations of the Sons of Union Veterans of the Civil War, the said Keith D. Ashley is hereby suspended from membership in the Sons of Veterans Reserve, and, specifically suspended from membership in Battery I, 1st Ohio Light Artillery, SVR.

3. The foregoing suspension, disciplinary in nature, shall remain in full force and effect pending resolution of the Disciplinary Proceedings against the said Keith D. Ashley by the Hearing Council.

SPECIAL ORDER 2007-2

1. Effective 04 November 2007, 1st Sgt. David K. Hann, Commander of Co. A, 7th New Jersey Volunteer Infantry, Second Military District, SVR, is temporarily commissioned a Captain, Sons of Veterans Reserve, and is appointed Deputy Provost Marshal for the 51st Annual Remembrance Day weekend.

2. The duties of the Deputy Provost Marshal for the Remembrance Day weekend is to assist with the handling of parade registration and to assist in providing information to parade participants, to assist in overseeing the line up prior to the commencement of the parade, to assist in superintending parade activities, and to assist in acting as liaison between the SVR and the Remembrance Day Committee. The Deputy Provost Marshal will report directly to the Provost Marshal or the Commanding Officer, Sons of Veterans Reserve, or their designees.

3. This commission expires at 2400 hours 18 November 2007 unless the same shall otherwise be lawfully determined void and annulled.
