SVR General Order 2014-01
1. Effective this date, Private Keith Karcher is promoted to the rank of 2nd Lieutenant, SVR to serve as such until 4 January 2017. 2nd Lieutenant Karcher is the commanding officer of Company A, 1st Regiment Capital Guards.
2. Lt. Tim Graham is re-commissioned to his current rank to serve as such until 4 January 2017. Lt. Graham is the commanding officer of the Ohio Naval Brigade.
3. Ensign Ken Freshley is re-commissioned to his current rank to serve as such until 4 January 2017. Ensign Freshley serves as the Adjutant to the Ohio Naval Bridge.
4. 1st Lieutenant Martin W. Lowery is re-commissioned to his current rank to serve as such until 4 January 2017. 1st Lt. Lowery serves as the Adjutant to Battery I, 1st Ohio Light Artillery.
5. Private Martin W. Lowery is commissioned to the rank of 2nd Lieutenant to serve as such until 4 January 2017. 2nd Lt. Lowery serves as the Commanding Officer Company G, 63rd Ohio Volunteer Infantry.

SVR General Order 2014-02
1. Effective this date, Captain Robert J. Amsler, Jr. is re-commissioned Captain, SVR to rank as such until 20 January 2017 or until properly relieved. Captain Amsler serves as the Commanding Officer, Company A, 2nd Missouri Volunteer Infantry.
2. Effective this date 1st Lieutenant Martin R. Aubuchon is re-commissioned 1st Lieutenant, SVR to rank as such until 20 January 2014 or until properly relieved. 1st Lieutenant Aubuchon serves as the Adjutant of of Company A, 2nd Missouri Volunteer Infantry.
3. Effective this date, 2nd Lieutenant Donald D. Palmer, Jr, is re-commissioned 2nd Lieutenant, SVR to rank as such until 20 January 2014 or until properly relieved. 2nd Lieutenant Palmer serves as Public Information Officer, Company A, 2nd Missouri Volunteer Infantry.

SVR General Order 2014-03
1. Effective this date, the Commanding General, SVR, received notice from the Commander of the Delaney-Delacy Guard, of Scranton, PA, that the unit had voted to dissolve. Formed in 2004, the Delaney-Delacy Guard was a very active and large unit. During the period 2004-1014 the Guard received a unit citation, erected a monument marking the bicentennial of President Lincoln’s birth; formed and trained a youth drum and bugle corps, which attended Remembrance Day,; and participated in various events throughout Pennsylvania and New York State.
2. It is with a heavy heart that the Commanding General accepts the dissolution of the Delaney-Delacy Guard. Unit Commander, Captain John Hart and Adjutant 1st LT. Ray Sulger are transferred to the SVR Inactive Reserve as of this date.

9. Effective this date, the Commanding General Sons of Veterans Reserve has issued commissions to the following:

1. Effective this date, the Commanding General Sons of Veterans Reserve has ordered that all units and Districts within the Sons of Veterans Reserve submit the IRS response to the filing of the 990N with the Annual Unit Strength Report (Form 19).
2. If the Annual Unit Strength report has been submitted for 2014, then a copy of the IRS letter must be forwarded prior to the “drop dead” date for Form 19 submission.

1. Effective this date 2nd Lieutenant William M. Tojek has been appointed to the position of Adjutant of the Weber Guard. 2nd Lieutenant’s commission will be in effect until 16 March 2017 or until properly relieved.
2. Effective this date the Commanding General announces the retirement of Captain Brad Schall, PCinC, and his Adjutant First Lieutenant Don Wilt into the Inactive Reserve of the Sons of Veterans Reserve. These two Brothers have served the SVR for over 10 years and lately as the Commander and Adjutant of Company B, 8th California Volunteer Infantry. The Commanding General wishes to thank these Brothers for their dedication and involvement in the SVR. Their leadership will be missed.

Colonel Mark Day, Commander 4th Military District, as the Provost Marshal for the 2014 Sons of Union Veterans of the Civil War 2014 National Encampment held in Marietta, Georgia. 2. Those interested in assisting either as a Deputy Provost or as a member of the Color Guard please contact Lt. Colonel Day.

1. On 15 November 2014 the Commanding General Sons of Veterans Reserve presented the following awards:
a. Distinguished Service Award with Gold Star:
1. Lt. Colonel Jack G. Grothe for services set forth in the following citation: “For exceptionally distinguished service and sustained outstanding performance of duty while serving as Commander of the 4th Military District, Sons of Veterans Reserve. You served as Commander of the 4th Military District for over twenty years; longer than any district commander in the history of the SVR. During your tenure as commander, the District membership more than doubled reaching strength of over 300 with more active units than any other District. Reports from your District were always complete and filed on tie. Under your leadership the 4th Military District conducted the military component of the Lincoln Tomb ceremony held annually in Springfield, Illinois. For several years you coordinated the annual artillery schooled conducted by the 4th Military District in conjunction with the National Civil War Artillery Association. This event is held at Jefferson Barrack in St. Louis, Missouri in odd numbered years and at the Boscobel, Wisconsin Sportsman’s Club in even numbered years and attracts approximately one hundred participants each year. Your accomplishments and your efforts promote the Sons of Veterans Reserve make you a noteworthy recipient of this prestigious award.”
2. Major Eric J. Schmincke for services set for in the following citation: “For exceptionally distinguished service and sustained outstanding performance of duty while serving as the Sons of Veterans Reserve Provost Marshal. You have served with great distinction as the Sons of Veterans Reserve Provost Marshal since 2007 and prior to that you served several years as the SVR Deputy Provost Marshal. As Provost Marshal you have been responsible for forming up the Remembrance Day SVR Military Parade held each November in Gettysburg, Pennsylvania. The assignment requires great leadership skill along with a lot of patience in working with the numerous organizations and thousands of people who participate in this outstanding event. Through your leadership and efforts the Remembrance Day Parade has run smoothly regardless of the weather conditions or other variable occurrences beyond our control. Your efforts in making the Remembrance Day Parade the great success that it is has brought great credit to you and the Sons of Veterans Reserve. Your accomplishments and your efforts to promote the Sons of Veterans Reserve make you a noteworthy recipient of this prestigious award.
3. Captain Jerome Kowalski for services as set forth in the following citation:
“For exceptionally distinguished service and sustained outstanding performance of duty while serving as the Sons of Veterans Reserve Chaplain.
Your service as the National Chaplain of the Sons of Veterans Reserve since 2011 has provided the members of our organization with outstanding spiritual guidance. The members of the 4th Military District have enjoyed the benefit of your service as their District Chaplain for several years too. You have been very faithful; in attending the SVR breakfast held annually at Gettysburg as well as the SVR annual at the National Encampment of the Sons of Union Veterans of the Civil War. At these events your have provided an inspiring invocation and benediction. You have also assisted with the Woolson Monument ceremony at the Gettysburg Battlefield, the Lincoln Tomb ceremony in Springfield, Illinois and the Stephenson ceremony at Petersburg, Illinois and on many occasions you have provided counseling to SVR members in distress.
Your accomplishments and your efforts to promote the Sons of Veterans Reserve make you a noteworthy recipient of this prestigious award.
b. Meritorious Service Medal with Silver Star:
1. Lt. Colonel Mark Day for service as set forth in the following citation: “ For exceptionally distinguished service and sustained outstanding performance of duty while serving as Commander of the 2nd Military District, Sons of Veterans Reserve. Your leadership of the 2nd Military District during the past three years has helped make it one of the largest in membership in the Sons of Veterans Reserve. Your style of supervision of the units under your command has been very exemplary. You have been a great help in coordinating Remembrance Day events and you displayed a great dedication to the Sons of Veterans Reserve with the assistance you provided the Michigan Civil War Sesquicentennial Commission in a ceremony on 26 August 2012 at the Antietam Battlefield in Sharpsburg, Maryland commemorating Michigan at Antietam. Your success in recruiting several SVR members to participate in that event left the Michigan Sesquicentennial Commissioners with a very position impression of the Sons of Veterans Reserve. Your dedication to preserving our Civil War heritage clearly qualifies you as a most noteworthy recipient of this prestigious award and a most noteworthy representative of the Sons of Veterans Reserve.
2. Captain David K. Hann for services set forth in the following citation:
“ For exceptionally distinguished service and sustained outstanding performance of duty while serving as Deputy Provost Marshal of the Sons of Veterans Reserve.
Your service as Deputy Provost Marshal during the past three years has been outstanding. In addition, you displayed great leadership and dedication to the Sons of Veterans Reserve by your willingness to serve as a Special Deputy Povost Marshal for almost ten years in charge of one of three divisions of the Gettysburg Remembrance Day Parade. Your efforts have helped make the Remembrance Day Parade a great success and an event enjoyed by thousands. For several years you have also provided invaluable service to the Sons of Veterans Reserve by assisting with the SVR Military Ball held on Remembrance Day.
Your dedication to preserving our Civil War heritage clearly qualifies you as a most noteworthy recipient of this prestigious award and a most noteworthy representative of the Sons of Veterans Reserve.
3. Private Nicholas H. Kaup for services set forth in the following citation: “For exceptionally distinguished service and sustained outstanding performance of duty while serving as a Private in Battery L, 1st Illinois Light Artillery, 4th Military District, Sons of Veterans Reserve. Your record of over twenty-five years of service in the Sons of Union Veterans of the Civil War and your role as an active participant of your Sons Veterans Reserve unit has set a great example to inspire the other members of your unit. You have personally overseen the placement and re-placement of 228 gravestones at Rosehill Cemetery in Chicago, Illinois. You have served as chairman of the Vicksburg National Battlefield, Illinois Monument Centennial Committee. Your are currently serving on the Hanger One Foundation Board that is working to build a Naval Aviation Museum honoring all who trained at the Chicago Naval Air Station during World War II. Your outstanding spirit of volunteerism has brought great credit to yourself and your SVR unit. Your Dedication to preserving our Civil War Heritage clearly qualifies you as a most noteworthy recipient of this prestigious award and a most noteworthy representative of the Sons of Veterans Reserve.
c. Commanding Officer’s Unit Citation:
1. Battery L, 1st Illinois Light Artillery as set forth in the following citation:
“For consistently cultivating the principles and objects of the Sons of Veterans Reserve and promoting patriotism through their efforts in commemorating our Civil War ancestors and their respective units.
Battery L, 1st Illinois Light Artillery colloquially known as :Mulligan’s Battery” has participated in several Civil War sesquicentennial events including ceremonies at the Dr. Benjamin Stephenson Monument in Rosehill Cemetery, Petersburg, Illinois; the Ottawa, Illinois Civil War Encampment honoring General Lew Wallace; and a monument dedication in Mount Greenwood Cemetery, Chicago, Illinois. They also provided the artillery for the playing of the “1812 Overture” at the Civic Band Concert in Naperville, Illinois. They have also supported numerous civic, museum and historical society events and Memorial Day ceremonies.
Their strong commitment to the principles for which our Order was founded, clearly distinguishes them as a loyal representative of the Sons of Veterans Reserve and most noteworthy recipients of this distinguished award.
2. Company B, 10th Iowa Volunteer Infantry Regiment for service set forth in the following citation:
“For consistently cultivating the principles and objects of the Sons of Veterans Reserve and promoting patriotism through their efforts in commemorating our Civil War ancestors and their respective units.
Company B, 10th Iowa Volunteer Infantry Regiment has for many years participated in patriotic and educational projects and programs in several communities along the corridor of the Missouri River. They have worked with units from Nebraska and Centeral Iowa at dozens of monument dedications, museums tours, living history events, civic celebrations, veteran’s events and played a significant role in helping to promote the historic Dodge House Museum – the home of Major General Grenville Mellon Dodge. They have participated in events in 38 Iowa counties and they annually conduct educational programs in two different school districts near Council Bluffs, Iowa.
Their strong commitment to the principles for which our Order was founded, clearly distinguishes them as a loyal representative of the Sons of Veterans Resrve and most noteworthy recipients of this prestigious ward.
