2. I further requested that Captain Welch be promoted to the rank of Major.
3. On 19 May 2025, the Military Affairs Committee unanimously approved the promotion of Captain Welch to the rank of Major, SVR to be effective this date and to the position of SVR National Quartermaster. To remain in effect until November 2029 or until properly relieved.
